Mitch, I responded to this issue on support.engagemodules.com.  Just to reiterate, this is not an issue that we've seen anywhere, it looks like there's a very strange issue going on with access to the resources from the 3rd party (Telerik) assembly that we're using.  If you'd like to provide me access to you site (as you'd mentioned before), I'd be happy to take a look and see if I can figure out what's going on with your site.  You can send me an email at bdukes@engagesoftware.com if you need to send me credentials or anything.
